Kazakhstan is a secular state (Art. 1). Article 5 prohibits the merging of public and state institutions; public associations are equal before law. Activities of foreign political parties and trade unions are prohibited. Section II covers citizenship and fundamental rights, including equality before law, the right to life except in cases of the death penalty, the right to dignity, privacy, and the freedom of religion, speech and thought. Article 24 prohibits forced labour and provides the right to freedom of labour, safe working conditions, collective bargaining as well as the right to strike. Articles 28-31 provide the right to minimum wage, pension and social security, health care and education. Sections III-VIII cover the branches of government, including the President, Parliament, Constitutional Council, Supreme Court, and local government.
