Abstract/Citation: Gives effect to Merchant Shipping (Minimum Standards) Convention 1976 (ILO Convention No. 147). Requires that safe means of access be maintained to areas aboard ships where persons are reasonably expected to go. Requires the maintenance of adequate lighting, stairwells, guardrails, and standard safety signs. Provides for the inspection and detention of ships in Hong Kong waters.
