Second Region

The Regulations, effective 1 Jan. 1987, were issued under Ordinance No. 11, also dated 1 Jan. 1987, on the national unified plan for scientific, technical and socio-economic development and the national budget of Bulgaria for 1987. Comprised of 13 chapters, the Regulations go beyond the year in question. They govern "activities, rights, duties and responsibilities of self-managing economic organisations" (s. 1). Ch. 3 (Self-managing economic organisations) describes in detail the various forms and means of functioning of such organisations and states that they are managed "independently by work collectives". Ch. 7 (Labour remuneration) sets forth the principles of remuneration for teams, individual workers, specialists and middle and high-level managers. A large degree of flexibility is provided for in the application of these principles (guidelines taking into account the volume and quality of production; bonuses and fines). The other chapters consist principally in financial provisions (investment, banking relations, etc.).
