Abstract/Citation: Guarantees freedom of the press and of publication in accordance with Articles 31 and 41 of the Constitution. Section 2 guarantees the right to confidentiality of press sources; section 3 prohibits pre-censorship. Section 4 ensures the right to publish official information, unless disclosure of such would threaten national security. Section 12 prohibits the publication of information which "affects national security or political stability"; section 13 prohibits publication of "falsehoods that insult or show contempt for national institutions." Section 17 provides that no person shall own or manage more than two press organs. The number of foreign-owned Khmer language press organs is limited to 20 per cent of the total (section 18).
