Contracts between employers and labour-importing agents must be in writing and conform to the model annexed to the Order, specifying inter alia the worker's country of origin, age, the nature of the work, wages etc. Two model contracts of employment are also annexed to the Order, one which is specially designed for domestic servants. Neither the employer nor the agent may charge foreign workers any fee in consideration for their employment. The agent bears full responsibility for the conformity of workers with the employer's requirements. The Order also gives the licensing fees for opening labour-importing agencies. Supersedes Order No. 17 on the same subject.
