Establishes a basic state structure of three branches, with a strong executive, based on the principles of democracy, rule of law and separation of powers. Section 1 addresses the rights, freedoms and duties of citizens. Citizens are guaranteed equal rights, and protected against internationally recognized prohibited discriminations. Echoing the broadly framed rights found in the two UN Convenants on Civil and Political Rights and on Economic, Social and Cultural Rights, these include the right to life and freedom of speech, religion and residence. Rights of a political nature (e.g., right to vote, to assemble, to associate), economic (e.g., right to work, to good working conditions, to strike) and social (right to rest, to housing, to health protection, and to education) are found in Articles 14 to 27. Trade unions are permitted under Article 57.
