Grants the President the power to refer questions regarding the interpretation of the Constitution to a tribunal of not less than three Judges of the Supreme Court. Personnel boards may be established to exercise the powers and functions of the Public Service Commission, the Education Service Commission and the Police and Civil Defence Services Commission. Sets out various Oaths of Office, and provides for related matters.
