Official text with annexes contained in the Final Act of the United Nations Conference on Conditions for Registration of Ships. Art. 2(2) provides: "The flag State shall implement applicable international rules and standards concerning, in particular, the safety of ships and persons on board...". In addition, Art. 9: Manning of ships; Art. 11: Register of ships; Art. 14: Measures to protect the interests of labour-supplying countries; Art. 15: Measures to minimise adverse economic effects. Entry into force 12 months after the date on which no fewer than 40 States, the combined tonnage of which amounts to at least 25 per cent of world tonnage, have become contracting parties (Arts. 18 and 19).
