This Convention was adopted by the General Conference of the International Atomic Energy Agency. It provides for co-operation between the States Parties and with the IAEA "to facilitate prompt assistance in the event of a nuclear accident or radiological emergency, to minimize its consequences and to protect life, property and the environment from the effects of radioactive releases" (Art. 1(1)). The Convention covers various aspects of the provision of assistance. In particular, the IAEA may be requested to assist in developing appropriate training programmes for personnel to deal with nuclear accidents and radiological emergencies and in developing appropriate radiation monitoring programmes, procedures and standards (Art. 5(b)(ii) and (iv)). The instrument states that it does not affect the rights and obligations of States Parties under existing international agreements which relate to the matters covered by this Convention (Art. 12).
