Second Region

A Decree "to make provision for the protection of the national economy and the economic stability and well-being of Fiji". To that end, "any person who does any act or makes any omission that harms the operation of any major industry which threatens or is likely to threaten the economic life of Fiji" is liable to a fine or to imprisonment for a term of 14 years or to both penalties. Anyone who counsels, incites or encourages a person to do so is liable to similar penalties. If the offender is a trade union, all of its officers and officials will be guilty of the same offence. However, the President suspended this Decree on 12 July 1991 in return for a promise by the Fiji Trade Union Congress to lift the sugar cane harvest boycott and revoke a national strike scheduled for 16 July.
