Abstract/Citation: Agency employees who wish to leave the country for private reasons, including "sightseeing", must first resign and then submit to "screening procedures" (regulation 2). Employees who disregard this provision "will be dealt with seriously", unless "they return to work of their own accord within one month and make an earnest self-criticism", in which case they will be dealt with "appropriately" (regulation 5).
