Rephrases Article 1 (General terms used in this law, definitions thereof), Article 2 (Scope of impact of this law). Makes wording changes in Article 3 (Legislation on social care), Article 4 (General principles of social care), Article 5 (Purposes of social care). Rephrases Article 6 (State minimum social standards in the sphere of social care, requirements for the content and quality of social services). Introduces the new articles 9-1 (Participation of non-governmental non-profit organizations in the solution of problems in the sphere of social care), 9-2 (International cooperation in the sphere of social care).
Also, makes, inter alia, wording changes in articles 7 (System of social care), 8 (State organizations providing social services), 10 (General directions of state regulation in the sphere of social care), 13 (Competencies of the Council of Ministers of Belarus in the sphere of social care), 14 (Competencies of the Ministry of Labour and social protection in the sphere of social care).
Rephrases, inter alia, Article 22 (Competition for the realization of state social order funded by means of providing non-governmental organizations with subsidies for providing social services and realization of social projects); also rephrases Article 28 (Conditions for recognizing of citizens as in need for social care), Article 31 (Conditions and procedure of providing social services), Article 32 (Physical persons who provide social services, including individual entrepreneurs).
Also makes minor wording changes, inter alia, in articles 15, 16, 17, 20, 21, 23, 25, 26, 27.
