Second Region

Establishes legal, organizational, social bases of receiving, granting, registration, distribution and control over purposeful use of humanitarian aid and promotes transparency of this process. Sets, inter alia, the reasons for carrying out humanitarian aid and its re-addressing; the special competent state bodies supervising humanitarian aid activities; dispensation from taxation of goods, services, works recognized as humanitarian aid; the procedure of import of goods for humanitarin aid; also the procedure of granting by the Ukriane of humanitarian aid.
