Abstract/Citation: Persons concerned by the Act are teachers and pedagogical staff, inter alia in public kindergartens, schools which train teachers and provide them with continuing education, as well as in offices of public administration, social organizations, trade unions and in private schools with public schools' prerogatives as defined by law. Sets teachers' rights and duties and qualification standards. Provides for specific rules of employment, transfer and release of teachers. Regulates working conditions, remuneration and training, financial aspects of continuing education and training for teachers, as well as health care standards. Also regulates disciplinary accountability of teachers.

Repeals the Act of 27 Apr. 1972 to promulgate a Charter of teachers' rights and obligations.
