ILO Budapest Newsletter 2022 September

This issue, among others, reports on the ILO response to the crisis caused by the war against Ukraine. With ILO support, workers' and employers' organisations from Ukraine continue to provide emergency aid to internally displaced people and to enterprises that had to relocate. The ILO expanded collaboration with the State Labour Inspectorate of Ukraine on informing Ukrainian refugees on the risks of human trafficking and labour exploitation. The newsletter also introduces programme results and new projects. fresh publications and new staff.

NOTE FROM THE EDITOR

This issue of the newsletter focuses on the ILO assistance to Ukraine. With ILO support, workers' and employers' organisations from Ukraine continue to provide emergency aid to internally displaced people and to enterprises that had to relocate. The ILO also expanded collaboration with the State Labour Inspectorate on informing Ukrainian refugees on the risks of human trafficking and labour exploitation. The campaigns reached out to an estimated 400,000 persons. ILO Budapest and Berlin, IOM, and the Federal German Employment Service assist Ukrainian refugees with essential information on how to find good work in Germany. The support to Ukraine needs to include humanitarian, budgetary, and development assistance in parallel, but should not be a staged approach with development assistance starting at a later stage.

Trade unions in Ukraine and Moldova use their properties to provide shelter for internally displaced persons and refugees
With ILO support, Ukrainian trade unions provided 10,000 bednights, while Moldovan trade unions arranged 3,000 bednights for internally displaced persons and refugees fleeing the war in Ukraine. 

How Trade Union members are supporting Ukrainians
Since the onset of the Russian aggression and with ILO assistance, trade union members in the construction sector have multiplied initiatives to help the population. 

The Ukrainian Federation of employers is helping businesses to keep afloat
Mobilising local producers in the humanitarian effort has saved hundreds of jobs. 

Ukraine works: How Labour Inspectors are supporting employers and workers in Ukraine
With ILO assistance, the Ukrainian Labour Inspectorate is helping businesses to continue operating despite the hostilities. 

The ILO offers information to prevent labour exploitation of Ukrainian refugees seeking work in Germany
The ILO Berlin and Budapest offices, in collaboration with the IOM and the Federal German Employment Agency, joined forces to come out with a flyer on the dangers of labour exploitation to help Ukrainian refugees who look for employment in Germany. 

ILO mobilized its internal reserve to scale up assistance to Ukraine
The additional funds will cover new services by Ukrainian Employers organizations, crisis support offered by Trade unions, an e-Learning platform for Technical and Vocational Training and Education (TVET), and research and analysis that bolster government policies on employment creation.

Breaking the glass ceiling in the construction industry: The story of Natalia Pruteanu, a victim of domestic violence, who launched her own business with ILO support
Read the story of an ILO beneficiary who worked hard to make a new life and achieve economic independence. 

ILO supports first entrepreneurial steps and contributes to the creation of more than 120 new businesses in Bosnia and Herzegovina

A consortium consisting of the German GIZ, UNDP and the ILO implemented a private sector development project, “EU4Business” in Bosnia and Herzegovina funded by the European Union and Germany. The ILO assisted start-ups as a means to job creation. 

NEW PROJECTS SIGNED

Technical Assistance Facility for Youth Guarantees in the Western Balkans
A youth guarantee is a commitment to support every young person under the age of 30 who is not employed, in education or training (so-called NEETs). The European Commission and the ILO have joined forces to support the six Western Balkan economies in introducing this guarantee. 

Minimum wage setting in Moldova
The ILO works to upgrade minimum wage setting in order to enhance population living standards in the country. The assistance is supported by the UN Joint SDG Fund.
