ILO supports strategic compliance planning for the Labour Inspection Department in Qatar
Goal to transition from traditional inspection model to strategic approach
The 3-day event which took place in Doha saw participants discuss a series of steps needed to develop and operationalise a strategic compliance plan for the department. More specifically the goal is to transition away from the traditional enforcement model driven by reactive and routine inspections, towards a strategic approach focusing on specific sectors and issues and to design strategies and interventions which address them.
At the end of 2018, the Labour Inspection Department established a Strategic Unit to engage in strategic compliance planning.
“We are looking at innovative ways to exploit the wealth of data available for analysis and planning purposes. Taking a strategic approach to labour inspection requires the labour inspectorate to closely assess both the employment environment in Qatar as well as our own operations and capacities. However we are committed to continuous improvement and are keen to experiment, evaluate, and find successful solutions,” explained Mr Abdulaziz Abujabra, Head of the Strategic Unit.
The importance of the initiative was highlighted by Marialaura Fino, ILO Technical Officer based in Doha.
“The development of the Strategic Compliance Plan by the Strategic Unit constitutes the first step towards more effective and efficient enforcement and sustained compliance with national and international labour standards,” she said.
Labour inspections is one of the key areas of intervention of the technical cooperation programme between ILO and the State of Qatar that supports the government’s labour reform agenda. For more information see www.ilo.org/qatar-office
