2022/50 Term of Reference:Digitizing of training Materials

The seismic shifts in the modern global economy, matched by technological transformations – only accelerated by the coronavirus pandemic, have massively impacted education needs and the needs of the private sector. Globally, the advent of the COVID-19 pandemic has had tremendous impact on various aspects of life around the globe. The unprecedented speed at which the virus ripped through the world has forced most countries to impose tight measures that would mitigate the risks to human life, including lock-downs, complete/partial closures, and restrictions on travel, among others. Today’s crisis proves it necessary to enhance the resilience of learning management and provision systems so that they can stand even the harshest circumstances. It also created an urgency for Jordan to prepare for the Digital age, especially with current trends and changes in education worldwide. Post crisis will play an instrumental role in economic recovery and enhancing livelihoods.

The objective of the consultancy is to Digitize key training modules traditionally offered by the ILO -Better Work Jordan in areas relevant to gender and mental health.

The International Labour Organization through the project: “Towards an inclusive national social protection system and accelerating decent job opportunities for Syrians and vulnerable – EU MADAD Project” is developing a “Transition model between non-contributory social assistance and work-related contributory social insurance systems”. As part of this model development, a data collection firm/ specialist is needed to collect primary data from selected beneficiaries through quantitative and qualitative data collection tools. The ILO’s Monitoring & Evaluation team at the Regional Office of Arab States (ROAS) is responsible for the management and coordination of the projects’ evaluations in the region that result in a series of recommendations and best practices. The contributory social insurance system in Federal Iraq is composed of two funds: the state pension system (covering, inter alia, civil servants and employees in state- owned enterprises) are covered by Iraq’s social insurance system.

The ILO in Iraq is now working in partnership with the IMF to draft a policy paper supporting reforms of the pension system in Iraq. The policy paper will draw on a range of research and assessment activities to put forward concrete reform options with the objective of closing the coverage gap, increasing adequacy and efficiency, and promoting the financial sustainability of the pension system in Iraq.

Developing the EIIP1 E-Training – Concept Note


The Employment Intensive Infrastructure Programme (EIIP)1 in Lebanon is a local development programme aiming at creating decent work opportunities for Lebanese and Syrian, men and women, through infrastructure improvement in Lebanon.

The EIIP plans to develop and introduce the E-training tools for local contractors to be trained on EIIP concept and principals.

A set of short EIIP Local Resource Based Technology (LRBT) Training materials,videos, texts, and quizzes are to be used in e-training that will be delivered online by interested contractors following a proper registration of the company details and the staff enrolled.

The ILO is supporting the Department of Statistics of Jordan (DOS) in improving its technical capacity. The Directorate of Agricultural and Environmental Statistics of the DOS conducts a comprehensive agricultural census every ten years as recommended by the Food and Agriculture Organization of the United Nations (FAO). The first agricultural census was conducted in 1953, and the most recent one, the seventh agricultural census, in 2017. The 2017 agricultural census provided a comprehensive, up-to-date and accurate picture of the agricultural sector according to the Central Product Classification (CPC1) at the level of small administrative units. The statistical information obtained from the census provides a basis for all plans and strategies for agricultural development and reform by collecting quantitative information about the structure of the agricultural sector (structuring the agricultural sector) using the agricultural holding as a unit of enumeration. The census covers all regions of the Kingdom for an entire agricultural year.

2022/25 Terms of Reference: Call is open to all eligible National institution wishing to undertake advocacy program on Social Security Extension in Iraq

The ILO Iraq has already initiated an advocacy program that aims at building political capital and wider support for the reform agenda of social security extension. It convened several round tables for thought leaders to discuss and debate impediments and opportunities to extend social security coverage to those in needs. However, the scope of social security was limited to cash benefits. The health care protection, as part of the scope of social security, was not discussed. Further, given the visible discriminatory labor market in Iraq against female citizens, discussed earlier, there is a need to bring in thought leaders to discuss and provide ideas on how to make the social security arrangements more inclusive. In addition, the ILO would like to appeal to a wider population by thoughtfully employ Art in its advocacy efforts.
