Social Protection for All

The ILO intends to provide technical support to the constituents for their efforts in delivering the tasks of social security reform as outlined in China's 13th 5-year plan.

In the last decade, China achieved fast progress in extending social protection coverage. The fast coverage expansion has benefited the rural population and the urban vulnerable groups most.

At the same time, the social security system still faces major challenges, amongst others include:

• To improve the sustainability of the social security system in responding to the fast aging population.
• To provide stronger social protection for vulnerable groups, including disadvantaged women and rural migrant workers.
• To enhance the role of social protection in transforming the economic growth model and promoting more inclusive growth.

ILO has been closely engaged in social security policy development in China over the years, including the recent contribution in pension reform, employment injury insurance, maternity insurance, and preparation for the ratification of convention 102.

The ILO will provide technical support to the constituents for their efforts in delivering the tasks of social security reform as outlined in the 13th 5-year plan. The ILO intervention will focus on the following areas:

• Improve the coverage, adequacy, financial sustainability and gender-responsiveness of social insurance schemes.
• Strengthen social protection or vulnerable groups such as disadvantaged women, rural migrant worker and people in precarious employment.
• Improve the sharing of experience and good practices between China and other countries through strengthening south-south cooperation.
