National stakeholders’ consultation meeting on recruitment, employment and working conditions of domestic workers in China

A national stakeholders’ consultation meeting will be organized by the ILO Country Office for China and Mongolia on 29 March 2017 in Beijing under the EU-China Dialogue on Migration and Mobility Support Project. The consultation meeting will provide an opportunity for participants to discuss the research findings on recruitment, employment and working conditions of domestic workers in China, which reviewed the current policies and practices, examined their coherence with international standards, and put forward recommendations to address policy gaps and better protect domestic workers' rights. Gender dimension is particularly highlighted as 90 per cent of the domestic workers are women.

The national stakeholders’ consultation meeting is organized under the EU-China Dialogue on Migration and Mobility Support Project, funded by the EU and jointly implemented by ILO and the International Organization for Migration (IOM).

The consultation meeting is structured around the following objectives:
  • To provide the participants with the opportunity to discuss the findings of the research study on recruitment, employment and working conditions of domestic workers in China, which was conducted under the EU-China Dialogue on Migration and Mobility Support Project. Exchange ideas for recommendations to narrow the gaps between national policies and international standards, promote the rights and reduce the vulnerability of domestic workers, and facilitate their social integration, in particular through the formalization of the domestic service sector.
  • To provide an exchange platform for government officials, practitioners and other professionals to join efforts in promoting decent work for domestic workers through sound national policies and practices.
Around 10 participants from the ILO, China Women’s University, Ministry of Human Resources and Social Security (MOHRSS), All-China Federation of Trade Unions (ACFTU), Oxfam, and Beijing Jialehui Domestic Service Co., Ltd will attend the consultation meeting.
