Employment-focused disaster risk management and reconstruction in Asia and the Pacific: A comparative analysis of recent disasters in India, Japan, Nepal, and the Philippines

This paper examines how employment issues have and have not been mainstreamed in disaster risk management and recovery efforts, focusing on four case study countries, i.e., India, Japan, Nepal and the Philippines.

Through a comparative analysis between the four case studies, the paper distils key lessons and good practices for enhancing employment-centred disaster risk management and recovery. The study finds that countries with established employment schemes are well equipped for swift recovery. Establishing a quick post-disaster employment recovery framework at an early stage leads to a longer-term recovery.
