Regional Model Competency Standards: Core competencies

These Regional Model Competency Standards (RMCS) on core competencies were developed as a basis to integrate with specific skills needed in the workplace, so that training and assessment resources can be developed and individuals tested against the standards. They include a wide range of core competencies, including the “green” or environmental competencies.

The Regional Model Competency Standards (RMCS) are the reference standards at the regional level that can be used in various ways to underpin efficient and effective skill development. In addition, they are considered to be essential tools to protect migrant workers and their rights and to ensure their better reintegration.

The RMCS on core competencies were developed as a basis to integrate with specific skills needed in the workplace, so that training and assessment resources can be developed and individuals tested against the standards.

Core competencies (also known as soft competencies or soft skills) are the collection of skills, knowledge and attitudes that is needed for all workplaces to operate effectively. They are in high demand in workplaces worldwide, as industry adapts to the changes brought about by globalisation, increased competition and international mobility.They are transferable; in other words, they can be used in other contexts or jobs. Core competencies enable an individual’s potential to be realised in all aspects of life. They are required to perform all kinds of tasks, at various levels, depending on the task. They are transferable from context to context and they are developed over a lifetime.

This publication includes a wide range of core competencies, including three “green” or environmental competencies which are related to working sustainably and with environmental consciousness. It defines a general framework that can be used by all enterprises and individuals, regardless of location or business size. The structure has deliberately been made simple, but precise, so the competencies can be understood easily by workers and employers.
