    This policy paper covers the key issues and the policy challenges confronting Cambodia in managing cross-border movement of labour and in protection of Khmer migrant workers. The paper examines the medium-term employment and demographic outlook in Cambodia, looking at the migration pressure and the opportunities rendered from labour migration. The policy challenges are grouped into the governance of labour migration, the protection and empowerment of migrant workers, and the harnessing of labour migration for economic development.

  2. Cambodia - addressing HIV vulnerabilities of indirect sex workers during the financial crisis: Situation analysis, strategies and entry points for HIV/AIDS workplace education

    This document is the first step towards developing a tailor-made, focused intervention on HIV/AIDS for indirect sex workers in Phnom Penh, using the structure of their formal entertainment sector workplaces. The narratives contained within reveal the human face of these women workers and an understanding of their vulnerabilities, so that we can offer them practical responses.

    This data set for 9 countries in the East and South East Asian region provides information on labour market and decent work indicators. It covers 11 thematic areas including employment opportunities, earnings, productivity, working children, equal opportunities, safety at work, social security and social dialogue. The available data relate to the period 1995 to 2008. Beginning with countries in East Asia the formats were then used to create statistical profiles for ASEAN countries for the ASEAN-ILO-ADBI Capacity-Building Workshop on Labour Market Information and Analysis in ASEAN (Brunei Darussalam, March 2-4 2010). Since then the profiles have been developed further with additional information in both quantitative and qualitative aspects of decent work. Based mainly on ILO sources such as LABORSTA and KILM, and the World Bank's and UNESCO's data, this dataset aims to be user-friendly and easily accessible to anyone interested in the promotion of decent work. In this first instance it was not possible to cover all countries in the region, but the dataset could be expanded to cover a larger number of countries in the future.

  1. The National Strategic Development Framework 2009-2013

    The National Strategic Development Plan Update (NSDP Update), 2009-2013 has been prepared to accomplish two primary goals; first, to synchronise the time period covered by the NSDP Update with the term of the Fourth Legislature of the Royal Government in order to ensure that the actions, programmes, and projects of all ministries and agencies are aligned to implement prioritised policies that are outlined in the Rectangular Strategy Phase II; second, to ensure that the actions to be laid out by line Ministries and Agencies to implement these prioritised policies are formulated taking into account the potential impact of the global economic downturn on the economy.

    This publication is data-driven, with a focus on analyzing the latest demographic, labour market and economic trends and highlighting their policy implications in a clear and approachable manner. A detailed statistical annex is also attached to this report, with the aim of contributing to the development of internationally comparable, gender-sensitive indicators to measure progress in decent work. The report is intended as a practical information source for policy makers, researchers and other individuals and organizations working in the economic and social arena.
