Transition to Formality Programme (KIGEP) Business and Employee Survey Results Report
The objective of the Transition to Formality Programme (KIGEP) Business and Employee Survey Results Report is to convene and assess the thoughts and perceptions of KIGEP beneficiary employers as well as Turkish and Syrian employees about the KIGEP between February 2020 to July 2021.

KIGEP is implemented since 2018 with the strong cooperation between the ILO Office for Türkiye and the Social Security Institution (SSI) in collaboration with the Ministry of Labour and Social Security, Directorate of International Labour Force (DGILF) and aims to increase formal employment levels for Turkish citizens and Syrians under Temporary Protection through the incentives provided to employers. The Programme assists employers to prevent the loss of rights that may occur due to informal employment, ensure that Syrian and Turkish workers work in better conditions and prevent unfair competition. The overall strategic goal of the Programme is to foster a “formal employment culture” through an employment support method.
It is currently implemented as part of the Project on “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens Project''. The project “Supporting Resilience and Social Cohesion with Decent Livelihood Opportunities Project” which is funded by the US Department of State, Bureau of Population, Refugees and Migration (USBPRM), provides partial support to the Programme.”
