ILO and MoLSS initiate a new EU project to strengthen labour inspection and guidance services
The objective of the project is to improve workplace compliance with International Labour Standards and contribute to the creation of a more decent work environment.

The project started in March 2023 and will last for 36 months with financial support within the scope of the European Union Pre-Accession Assistance Instrument (IPA III). The primary objective of the project is to improve the institutional capacities of DoGI and social stakeholders. It is also aimed to strengthen guidance services, increase awareness of decent work, and thus improve workplace compliance.
In line with these objectives, activities will be carried out not only for improving the technical capacity of DoGI to further increase the effectiveness of labour inspection and guidance but also on strategic and digital adaptation, with a focus on guidance activities to improve workplace compliance with both national legislation and International Labour Standards. It is also aimed to increase awareness among institutions, social partners, the private sector, and the general public about decent work during the project period.
The project will be carried out in Ankara, İstanbul, İzmir, Bursa, and Adana, with a priority on developing the capacities of DoGI and social partners. The results of the project include the preparation of a report on the role and future of labour inspection and guidance and the development of a road map for improving effective implementation of national legislation and enhancing workplace compliance. Furthermore, workplaces will be visited as part of the Guidance Action Model and Plan at the value chain of selected sectors targeting employers and workers, and the technical capacity of the main beneficiary, relevant institutions, and social partners will be increased through trainings on international labour standards and inspection practices. In addition, regarding the strategic compliance and digital adaptation of guidance and inspection services, the DoGI Data Centre will be strengthened to ensure compliance with labour inspection procedures, while the web-based infrastructure of DoGI will be improved to monitor guidance and inspection activities and attain relevant statistics.
The second focus of the project will be on guidance services, mainly to improve workplace compliance and raise awareness among all relevant parties about decent work. Compliance in selected sectors will be improved through a decent work-oriented market systems approach and guidance in consultation with social partners. The ILO’s existing capacity regarding decent work will be utilized to increase awareness among institutions, social partners, the private sector, and the general public about decent work. Moreover, cross-sectoral dialogue mechanisms, including a comprehensive form of stakeholders, will be processed while the guidance action model and plan at the value chain of selected sectors will be implemented.
Among the beneficiary groups of the project are relevant MoLSS staff, confederations, chambers of commerce, chambers of tradesmen and craftsmen, SMEs, NGOs, employees, employers, and worker and employer organizations at national and sectoral levels.
