Social Welfare Sector in Mozambique

This report stresses the key information published and available in the 2014 State Budget Law (LOE). According to the organic classification presented in the LOE (including the Social Subsidies), the total allocation for the Social Welfare sector in 2014 is 6.5 billion MT (3.9 billion channelled to MMAS and INAS and 2.6 billion for Social Subsidies). This is equivalent to 2.75% of the OE, which shows a reduction in the weight of the sector in the OE when compared with the 3.11% allocated in 2013.

Economic growth in sub-Saharan Africa has been robust for many years, with GDP growth averaging 5 per cent. However, it has not been inclusive and has not been matched by employment creation. Africa’s population is growing faster than anywhere else, and the pressure to provide decent work opportunities for new labour market entrants remains particularly acute. Over the past two years the ILO has given priority to promoting decent employment, particularly for youth. Greater attention is also given to respect for fundamental rights at work, the implementation of labour migration policies, skills in the rural sector and small and medium enterprises (SMEs), and making social protection floors a reality in Africa.

Youth employment continues to be one of the greatest challenges that the world faces. The weakening of the global recovery in 2012 and 2013 has exacerbated the problem resulting in a global youth unemployment rate of 12.6 per cent and 73 million young people estimated to be unemployed in 2013. Even though, the youth unemployment rates have been low in Sub-Saharan Africa, this has been linked to high levels of poverty suggesting that working is a necessity for most young people.

The ILO/United Nations Development Assistance Plan (UNDAP) 2013 annual report

The report categorizes interventions in three levels – macro, meso and micro levels. At the macro-level, on interventions aiming at policy making, knowledge sharing and advocacy; at meso level, where most of the ILO interventions during 2012/13 financial year were concentrated, on a number of institutional strengthening and individual capacity building interventions. ILO’s contribution in the UNDAP has also focused on direct action with beneficiaries. At micro-level interventions the report covers voices from the beneficiaries themselves as they describe the result of such direct actions.
