Improving Labour Services in the Garment Industry in Myanmar

The Bureau for Employers' Activities of the ILO (ACT/EMP) has supported the Myanmar Garment Manufacturers Association (MGMA) in setting up a Labour Department providing quality labour related services to company-members.

The project “Strengthening Employers Organizations in Myanmar” (ILO/ACTEMP Myanmar project) is supporting the Myanmar Garment Manufacturers Association (MGMA) in setting up a Labour Department providing quality labour related services to company-members.

The Myanmar Garment Manufacturers Association is the main forum and business services organization supporting the garment industry in Myanmar. Garment sector exports are increasing significantly each year, and the continued growth of the industry is expected to create hundreds of thousands of new jobs in the years to come. Today, member factories provide jobs and livelihoods for approximately 450,000 workers.

The organization faces many challenges particularly in capacity building and policy improvements. The ILO ACTEMP project has been providing technical assistance in these areas since November 2018, focusing particularly on labour related services. This has meant also a paradigm shift in the members’ perspectives as the garment factories have never seen the organization as a potential provider of quality services, but mostly only as a networking platform to brainstorm on sector development and as an entity to liaise with government authorities.

The Labour Department was launched on 10 of January and nowadays includes regular training events, a dedicated hot line for labour advisory services, on site assistance in case of labour disputes and a specialized monthly newsletter.

In two months more than 200 participants attended the trainings organized by MGMA, more than 100 calls were attended by the MGMA labour specialists, 3 companies received on site assistance during workers strikes or blockades and hundreds of companies enjoyed the monthly newsletter giving some positive feedback. Almost 1 out of 6 garment companies operating in the country purchased this package of services offered by MGMA, generating an important revenue stream for the organization.
