The ILO has provided technical assistance for the chapter on Employment, Livelihoods and Social Protection (ELSP) as part of the Post Disaster Needs Assessment - Cyclone Winston Fiji

For the second time in the Pacific, the ILO has provided technical assistance for the chapter on Employment, Livelihoods and Social Protection (ELSP) as part of the Post Disaster Needs Assessment (PDNA). The increased frequency and intensity of disasters pose a direct threat to the employment situation in ILO member countries including the capacity of its constituents to prepare and respond to them.

The category five Tropical Cyclone (TC)  Winston that made land fall on 20 February 2016, affected approximately 540,400 people, or approximately 62 percent of Fiji’s total population (estimated to be 865,611 at the end of 2014),  resulting in estimated losses of 14,450,129 work days and F$351.45 million in personal income. The ELSP assessment was inclusive of formal and informal sectors, women, youth and persons with disabilities.

For the first time in the pacific, a composite measurement index, which used “loss of personal income” as one of six indicators, to estimate the change in the quality of life following TC Winston.
