  3. Strengthening & Promoting Business Development Services (BDS) for COVID-19 Recovery in Tonga

    The Tongan Ministry of Trade and Economic Development (MTED) and the International Labour Organization (ILO) signed a Memorandum of Understanding (MoU), allowing for mutual participation in the planning and implementation of the activities that will enable micro and small enterprise, particularly the informal sector to access business training, advisory services and mentoring.

    In 2011, the international community adopted the ILO’s Domestic Workers Convention, 2011 (No. 189), which recognized for the first time that domestic work is work and that domestic workers should enjoy the same labour protections as all other workers.

    The objective of the inception meetings were to consult national stakeholders on implementation modalities and potential partnerships. Meetings with Vanuatu, Palau and Tonga stakeholders were held virtually while the Fiji meeting was held face-to-face.

    With informal employment accounting for more than half of all jobs in Fiji, Palau, Tonga and Vanuatu, it became clear that the hitherto ‘invisible sector,’ was going to be the biggest key to driving economic recovery across the Pacific region.
