The purpose of the seminar is to help constituents and other state administration bodies to understand the requirements for the development and implementation of a high-quality gender-responsive policy based on relevant information and analysis for review and adoption by the respective key authorities in the countries.

The seminar will provide practical guidance for the formulation of employment policy framework structured by the current conditions related to COVID-19 crisis and national priorities. It will also discuss elements related to strategic planning, consultation, coordination, preparation of policy options, implementation and monitoring.

The seminar will also focus on some measures to help countries in their efforts to respond to the COVID-19 crisis towards job-rich recovery. Given the heightened level of uncertainty over the recovery from the COVID-19 crisis, the seminar is designed to offer a roadmap for countries to follow for developing a coherent and adaptive national employment policy through national ownership and policy dialogue based on ILO employment policy-making recommendations.

In details, the seminar will;

• Analysis of the socio-economic context affecting employment in the country and region
• ILO’s approach to employment policy design, formulation, implementation, monitoring and revision
• Build knowledge base to identify labour market issues and the areas that require national response on the short- medium- and long-terms
• Setting policy priorities with national development plans and priorities through policy dialogue
• Coordination and support systems of national employment policy implementation
• Present good practices on the design and implementation of employment policies
• Discuss thematic priority areas as follows:
  i) Structural transformation and skills for trade and economic diversifications
  ii) Informal economy and the transition to formality
  iii) Gender-responsive policy and challenges of youth employment
  iv) Green jobs for recovery and resilience
  v) Adaptive employment services and active labour market programme

Seminar approach

Learning outcome of the seminar will be achieved through online sessions delivered by ILO Specialists. The approach and design of the materials will include presentations, interactive discussions and group exercises, incorporating a participatory apporach, which combines a tight coupling between theory and practical examples. The seminar will be delivered based on hybrid mode where speakers make their presentations online and the audience located in a venue.
