This online education and training guide is intended to support improved capacity of governments in collaboration with social partners and civil society to design, implement and evaluate legislation that effectively supports equal employment opportunities for persons with disabilities.

For decades, the ILO has worked to promote equal training and employment opportunities for persons with disabilities through international standards, knowledge development, advocacy and technical advisory services. This work has been given renewed impetus with the entry into force of the UN Convention on the Rights of Persons with Disabilities (CRPD) in May 2008. As a result of CRPD, countries around the world are attaching higher priority to promoting the rights of persons with disabilities in skills development and employment. This online resource provides timely and relevant guidance towards realizing the vision of a labour market that is open, inclusive and accessible to persons with disabilities.

The ILO-commissioned education and training guide "Achieving Equal Employment Opportunities for Persons with Disabilities through Legislation" was developed by Cornell University and is linked to ILO legislation guidelines of the same name. The English language version of the online guide is available on ILO’s International Training Centre (ITCILO). A PDF of the entire guide is also available for downloading.
