The Scope of Collective Bargaining in Public Administration

As the ILO’s Centenary Declaration for the Future of Work (2019) states, the ILO must support the role of the public sector as a significant employer and provider of quality public services. Building upon this foundation, the Sectoral Policies Department is pleased to present a comparative analysis of practices in collective bargaining in the public service, written by Professor Miguel Canessa of the Pontifical Catholic University of Perú. This analysis shows how the principles of the Convention on Labour relations (Public Services), 1978 (No. 151) have been implemented through legislation and/or collective bargaining at the national level.
