Andhra Pradesh State-Based Project for the Elimination of Child Labour - Phase II

With support from the Government of Andhra Pradesh, institutionalize the pilot approach tested in Phase-I into governance and develop strategies for complete elimination of child labour through State action, involving workers' and employers' organizations and strengthening civil society mechanism.

Objectives:

  • District Approach: Elimination of child labour in two districts,
  • Urban Strategy: Elimination of child labour in Hyderabad city
  • Vocational training: strengthening ECL efforts through providing skills development.
  • Work with Social parners : collective action for ECL

DFID supported the International Labour Organisation on the International Programme for Elimination of Child Labour (ILO-IPEC) from 2000. The ILO’s Andhra Pradesh State Based Project for the Elimination of Child Labour (APSBP) completed the first phase of its functioning in March 2004. This project had focused on strengthening the environment in Andhra Pradesh to promote the elimination of child labour as an important social and development goal. This work was built upon the efforts and operational activities being undertaken throughout Andhra Pradesh by the Government of India’s National Child Labour Project Society (NCLP). The Phase I of the project, implemented in the state from 2000 to 2004 strengthened the environment for the elimination of child labour and created influencers and pilot replicable strategies for ECL within the state.

The Phase II was approved for institutionalising pilot approach tested in phase I into governance and develop strategies for complete elimination of child labour in the state. The project was implemented in three districts; Mahabubnagar, Kurnool and Hyderabad city. The GoAP mainstreamed the strategies tested in Phase I through government mechanisms and using convergence models for complete ECL in Mahabubnagar and Kurnool districts. The ILO-IPEC developed and implemented urban strategies in Hyderabad to address the issue of child labour in domestic sector, migrant labour, street children, child beggars and rag pickers. The ILO-IPEC also strengthened the child labour elimination efforts through providing skills development opportunities and sustaining the environment against child labour through wide range of stakeholder participation like trade unions and civil society.
