Armenia: Capacity building workshop for labour inspectors

On 27 January 2023, the Northern Territorial Centre of the Health and Labour Inspection Body of the Republic of Armenia organized a capacity building workshop for labour inspectors to strengthen their knowledge and share experience.

The main objective of the workshop was to introduce to the labour inspectors the latest amendments to the legislation, as well as the relevant practical procedures.

Labour inspectors dealing with control over compliance with legislation and workers health protection participated in the event.

Nver Sargsyan, ILO Project Coordinator, and Arman Voskanyan, Head of Northern Territorial Centre of HLIB jointly opened the event. Both underlined the importance of continuous training and learning for labour inspectors, as well as the need for documenting, sharing and institutionalizing the good practices was highlighted.

Ashot Harutyunyan, Head of the Worker's Health Protection and Safety Control Division, made a presentation of health and safety control at the workplaces in the mining sector. The presentation was supported by examples of OSH good practices from other countries. It was mentioned that ILO Occupational Safety and Health Convention, 1981 (No. 155) and C187 Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187) recently became fundamental conventions, which necessitates awareness-building on these conventions among labour inspectors as well as the public at large.

Alvard Arshakyan- Head of Labour Legislation Legal Control Division, presented the procedures defined by the RA Code "On Administrative Offenses". More specifically he described how the labour inspectors should conduct inspections in case of administrative offences found with the employers and and how they should initiate corrective measures.

Alvard Arshakyan spoke about the practical verification of some issues included in inspection checklists on the control in the field of labour law.

In his closing statement, Ashot Harutyunyan thanked ILO PILRAT project for the opportunity  to discuss in a positive environment the issues openly and find solutions. He emphasized the role of inspectors in assisting the employers to become more consistent with the existing labour legislation and to show that compliance is more beneficial for employers.

The event was organized with the financial support of the ILO development cooperation Project “Promoting Implementation of Labour Rights in Armenia Together” (PILRAT). The PILRAT project supports promoting ILO relevant Conventions as well as compliance with the national legislation.
