Building Trust in the Cotton Fields: ILO Activities in Uzbekistan

On November 22, Usbekistan’s capital city of Tashkent hosted a presentation of a book by the former adviser to the Director-General of the International Labour Organization Kari Tapiola “Building confidence in the cotton fields: the activities of the International Labour Organization in Uzbekistan”.

The monograph describes how a process aimed at strengthening fundamental rights can unfold.

The event, organized by the National Commission on Combating Human Trafficking and Forced Labour took stock of the labour relations system reforms and implementing the Decent Work Agenda in Uzbekistan.

The participants at the presentation noted that today large-scale reforms are being carried out in Uzbekistan in all sphere, in particular in the field of labour relations. The reform results of are highly recognized among the general public and in the international community.

The event was attended by the Chairperson of the Senate of the Oliy Majlis, the Chairperson of the National Commission on Combating Human Trafficking and Forced Labour Tanzila Narbaeva, heads of the Ministry of Employment Labour Relations, employers' and workers' organizations, a team of the ILO Office for Eastern Europe and Central Asia, led by the Director of the Office Olga Koulaeva, the former adviser to the Director General Kari Tapiola, specialists and experts from international organizations, representatives of diplomatic missions of foreign countries in Uzbekistan as well as civil society, expert community and the media.

Chairperson of the Senate of the Oliy Majlis T. Narbaeva in her speech emphasized that in recent years in our country, under the leadership of the President of the Republic of Uzbekistan, reforms have been carried out and positive results have been achieved in the system of labour relations. Work is underway to eliminate forced and child labour, as well as large-scale systematic work with international organizations to develop the sphere based on international standards. “The policy of openness, commitment to achieving the highest international standards have allowed us to establish a constructive dialogue with international organizations for joint and, most importantly, effective work on the most pressing issues on the agenda,” Nanzila Narbayeva said.

According to Olga Koulaeva, Director of the ILO Office for Eastern Europe and Central Asia, “The ILO stands ready to provide further support to make the achieved results more sustainable, in particular, by supporting further constructive dialogue with civil society and maintaining substantial, long-term and strategic interventions aimed at strengthening the legal framework and institutional capacity of the Labour Inspectorate, since the latter plays a key role in the elimination of forced labour.”
