Labour Force Survey in Azerbaijan

During the period from 7 May to 6 June 2003 the State Statistical Committee of the Republic of Azerbaijan conducted a household-based survey of the economic activity of the population. The survey was carried out in the framework of the joint ILO/UNDP project entitled “Technical assistance for Azerbaijan in the field of labour statistics and regional development”. From an economic point of view the main purpose was to receive information on the size and structure of the economically active population in Azerbaijan.

The survey covered all 83 regions of the country. The results were presented at the Conference organized by the State Statistical Committee on 18 February 2004. Igor Chernyshev, ILO expert on statistics, presented the survey methodology and its major findings.

According to the survey results, the economically active population makes up 62.9 per cent of the total population. The proportion of economically active women in the total number of economically active population is 42.2 per cent or 1596.4 thousand persons.

The survey indicates that in the coming years the labour market will be confronted with the challenges of youth employment. The number of age groups 10-14 and 15-24 continues to increase and their share of the total population is higher than ever before.

51.2 per cent of the employed respondents are engaged in the field of production, and 48.8 per cent are engaged in the service sector. The main types of economic activity are agriculture (38 per cent) and wholesale and retail trade (17.2 per cent).

Out of the total number of the working population 60 per cent were men, and 40 per cent women. According to the survey data as of the first week of June 2003, the proportion of the unemployed by the ILO definition (e.g. persons without work, actively job seeking and available for work) was 10.7 per cent or 404 700 persons.

The share of the unemployed men among the economically active population was 9.6 per cent and for women was 12.2 per cent. The highest level of unemployment was observed in the 20-29 age group. The Youth aged under 35 years under up 69.1 per cent of the unemployed.

The State Committee on Statistics highly assessed the quality of the survey, The Committee intends to request UNDP to extend the project for a second phase survey to be continued in 2004.
