Foreign Labour Migration Seminar in Moscow

On 4-6 of September 2003 the ILO held at the hotel “National” in Moscow a national seminar on recruitment and foreign employment of the Russian labour force. It was supported by the association of private recruitment agencies (OST) and brought together including 40 participants from the Russian regional private recruitment agencies.

Representatives of the Ministry of Labour and Social Development of the RG, the Federal Migration Service of the Ministry of Internal Affairs, academia, trade unions, employers’ associations, Ministry of Economic Development, Ministry of Foreign Affairs, as well as representatives of the Embassies, the International Organization for Migration and the European Union took part in the seminar.

Objectives of the seminar:

o To provide information on the immigration and temporary stay policies for foreign workers in the EU countries;

o To describe the labour market situation in the Western Europe;

o To increase understanding of the recruitment practices at the major private and public sector employers, as well as of the services and operations of public employment institutions.

o To familiarize the participants with the ILO principles concerning the employment and recruitment of foreign workers.

The seminar demonstrated keen interest of the Russian society in the labour migration problems. As M. Topilin, Deputy Minister of Labour noted in his welcoming speech, in the globalized world the questions of free movements of labor as well as of the protection of migrant workers’ rights come on top of the agenda and require a comprehensive and balanced approach..
