Pa-aling is the local name given to a fishing technology said to replace the once controversial labour intensive but highly profitable commercial fishing venture, the Muro-ami. Muro-ami means a Japanese fishing gear used in reef fishing which consists of a movable bag net and two detachable wings effecting the capture of fish by spreading the net in arc form around reefs or shoals and with the aid of scaring devices, a cordon of fishermen drive the fish from the reefs toward the bag portion of the whole net.

The trainer's training manual is a contribution of the Occupational Safety and Health (OSH) Centre of the Philippines to the worldwide effort to implement ILO Convention No. 182 of the Worst Forms of Child Labour. The footwear industry has been included in the list of hazardous work to the health and safety of children.

The ILO has had several discussions with the DOLE and the line agencies-DPWH, DILG and DA regarding the implementation of a road infrastructure employment generation programme. In response to these discussions an agreement between the Philippine government and the Asian Development Bank to provide rural roads, irrigation schemes and water supply schemes in 40 provinces and 776 municipalities during a seven year programme.

Consistent with its mandate, the ILO has taken an active and leading role on child labour issues. In the light of its own mandate to reduce poverty and promote development, the Asian Development Bank (ADB) can also make a significant contribution to the effort. Hence, the two institutions agreed recently to undertake joint activities to improve labour standards in selected developing member countries in Asia (DMCs) in the areas of child labour, gender discrimination in employment and occupational safety and health.
