The report contains three main parts. The first part provides background information on the informal sector on policy, legislation and labour issues affecting the informal sector; and on the current activities and prpgrammes in favour of this. sector. Part two summarizes a number of case studies those concerning enterprises which went through the formalization process and those who shifted from formal to informal status. Part three synthesis findings from Parts 1 and 2 and discusses a number of policy implications.
