   Youth employment in the Philippines: An interview with Lawrence Jeff Johnson on Mornings@ANC

   Mornings@ANC of the ABS-CBN News Channel interviewed Director Lawrence Jeff Johnson of the ILO Country Office for the Philippines, on youth employment. According to the 2011 Philippine Labor Force Survey, 1.5 million young people, aged 15-24 were unemployed. On average, young people are more likely to be unemployed than adults. However, according to Director Johnson, even among those Filipino youth who were employed, 2.3 million were in vulnerable forms of employment in 2010. He said this is of equal or greater concern as young people are often left with little choice but to accept or create whatever work they can find, just so they and their loved ones can survive.

   Over a hundred youth leaders from the Philippines joined the youth employment forum, “Kahit Saan, Kahit Kailan: Marangal na Trabaho para sa Kabataan Matatagpuan (Any Time, Any Where: Decent Work for Young Filipinos).    ANC Prime Time of the ABS-CBN News Channel interviewed Ruth Georget, Joint Programme Coordinator of the Millennium Development Goal Fund Joint Programme on Alternatives to Migration: Decent Jobs for Filipino Youth. She highlighted the need to strengthen labour market information to match the demand and supply. The Philippine government identified youth employment as a priority but what is crucial is policy coherence to ensure decent and productive work for the youth.

   Going back - Moving on: Philippines migrants return home

   This short video shows how successful interventions by an ILO project in the Philippines, supported by the European Commission, have empowered migrant workers returning, prematurely, from Europe to regain livelihoods back home. Working with the government's Overseas Workers Welfare Administration, the project has supported a group of women returning from Eastern Europe who've now set up their own co-operative in the Philippines. We follow the story of four returnees, the establishment of the co-op and their home-grown successful businesses.

   Decent work for domestic workers - ILO and SM Cinema

   A public service message of the ILO Country Office for the Philippines in partnership with SM Cinema, the largest cinema exhibitor in the Philippines, highlights domestic workers as workers with rights like others and that decent and productive work starts at home. The 30-second message was featured in 38 digital theatres of SM Cinema nationwide. Seen through the eyes of a child, the message featured two domestic workers as they provide support and care for families, but not within the same working and living conditions. The message supports the Philippines in its commitment to protect the welfare of domestic workers.

   Demand for safe water continues to grow around the world. The International Labour Organization has launched an Action Programme on Strengthening Social Dialogue in the Water Utilities Sector in the Philippines as a response to the increasing demand of improving efficiency of water utilities in the country. The video highlights the crucial role of enabling employers and workers alongside the government through social dialogue to make water utilities more accessible to the public.

   Exclusive breastfeeding in the workplace: Towards decent and productive work for all

   Provides a glimpse of an ILO initiative in the Philippines to promote exclusive breastfeeding (EBF) in the workplace under the MDG-F 2030 Joint Programme on Ensuring Food Security and Nutrition for Children 0-24 Months Old in the Philippines, funded by the Government of Spain. ILO, together with the government, workers and employers along with partners, aims to contribute in achieving the Millennium Development Goals on addressing extreme poverty, hunger (MDG 1) and child mortality rate (MDG4) through providing technical assistance in developing and setting up mechanisms that would enable working mothers to continue breastfeeding in the workplace even after giving birth and after their maternity leave.

With global unemployment, as officially measured, at record highs for the third straight year since the start of the economic crisis, the ILO warned that weak recovery in jobs is likely to continue in 2011, especially in developed economies.

It also presents the United Nations Country Team participating agencies, the government implementing partners, and what the programme aims to achieve. The joint programme is funded by the Government of Spain through the Millennium Development Goal Achievement Fund.

   Disasters like floods, landslides, earthquakes or volcanic eruptions often occur in countries such as the Philippines. The video presents the Employment Intensive Investment Programme (EIIP) which created jobs at the community level using local resource-based investments in infrastructure. It proved that emergency interventions after a calamity not only provide immediate relief and employment for the affected families but also help improve their access to future employment and livelihood towards rebuilding their lives and their community.

   Rekindled dreams

   In 2007, the ILO-IPEC, with funding from the United States Department of Labor, completed the five-year project supporting the Philippine Time-Bound Programme on the elimination of the worst forms of child labour. The project aimed to withdraw and prevent children from working in small-scale mining, domestic labor, situations of commercial sexual exploitation, deep-sea fishing and in hazardous agricultural occupations (especially in sugar cane plantations).

   Sugar farming requires great capital. Because of this, majority of families depend on the sugar industry work as farm labourers. This is the case of Western Visayas region in the Philippines, especially in Negros Occidental, the country’s leading sugar-producing province. In 2006, the ILO-IPEC partnered with the Sugar Industry Foundation, Inc. (SIFI) to implement interventions in Western Visayas.    Taking action against child labour: the community microfinance strategy

   Started in June 2000, this ILO-sponsored Community Microfinance Strategy worked to improve family incomes through savings so that their children could be taken out of the labour market and put back in school. The strategy helps to make saving money convenient and possible. The video was produced as part of the ILO-IPEC action programme in partnership with Punla sa Tao Foundation.

   The real price of gold: child labour in small-scale mining

   This video, produced by the Occupational Safety and Health Center of the Department of Labor and Employment, takes a look at children, mostly boys, working in small-scale gold mines. These children are put at risk of many hazards, among them workplace accidents, poor health conditions associated with exposure to mercury and acids, and inadequate nutrition and time for studying.
