Risk assessment on water system construction and improvement

Partners from South Upi under the ILO-Japan Water and Sanitation Project conducted a risk assessment to ensure safe return to work during COVID-19 and to complete the construction of a water system in a school in Timanan.

The ILO and the Government of Japan’s Water and Sanitation (WatSan) Project brought together partners for a risk assessment meeting. Led by the Office of the Municipal Planning and Development Coordinator, Timanan, Romongaob, South Upi, Maguindanao, the meeting discussed risk assessment and resumption to work for the construction of a Level II water system at the Timanan Central Elementary School (TCES).

The board and the local government agreed to identify priorities to resume work for the water system construction during COVID-19. These included availability of budget on COVID-19 response, and health and safety standards. The Regional Health Unit, representative from the barangay or village, the school nurse and the doctor from the Municipal Hospital will also be involved. All activities have been realigned for COVID-19 prevention. Workers will also be provided with washable or disposable mask, thermal scanner, and disinfectants like hand sanitizers and ethyl alcohol.


The local government of South Upi and the TCES Parent Teacher Association conducted a risk assessment to ensure a safe return to work during COVID-19.
Mr Arturo Maghanoy represented the TCES Parent-Teacher Association as partner in the construction of the water system. Together, partners designed an action plan to ensure safe return to work based on ILO guidelines, taking into account occupational safety and health (OSH) while travelling to and from worksites, activities inside the work premises, procurement, delivery and storage of the materials, payment and gathering.
