HR tools for labour inspectors

Validation Meeting with DOLE Regional Directors on the Proposed Job Descriptions, Performance Evaluation System and HR Tools for Labour Inspectors

The change of administration in 2016, and lessons learned from the implementation of a development approach to inspection has led to demands to strengthen the regulatory and enforcement component of labour inspection. With this the Department of Labor and Employment (DOLE) recently issued DOLE Department Order 183-17. Given the stronger focus of DO 183-17 or the revised inspection rules on enforcement and case building, this would demand more time and skills from labour inspectors.

The ILO Project on Building the Capacity of the Philippines’ Labour Inspectorate supported DOLE to review the job descriptions of labour inspectors and to align them with provisions of ILO Convention 81 and 129, to develop standard performance evaluation metrics for labour inspectors, and to conduct training needs analysis and develop core training programmes for inspectors.

A one-day validation meeting was conducted to enable DOLE to address any further inputs on strategies to ensure smooth implementation of both the new job descriptions and performance metrics for inspectors. The objectives were: (a) to present the proposed job descriptions and standard performance metrics for labour inspectors to all DOLE Regional Directors, and; (b) to gather inputs from DOLE Regional Directors on strategies to address possible operational issues which might arise in the implementation of the proposed job descriptions and standard performance metrics for labour inspectors. The participants and resources persons of the meeting were attended from: DOLE Regional Directors, DOLE-Bureau of Working Conditions, DOLE-Human Resource Development Service (HRDS), DOLE Planning Service.

Validation outputs:

  • Validated job descriptions for labour inspectors which DOLE can endorse to the Civil Service Commission (CSC) for approval and DOLE implementation starting 2018.
  • Inputs from Regional Directors on strategies to address possible operational issues which might arise in the implementation of the proposed job descriptions and standard performance metrics for labour inspectors.
