SHIELD against child labour partnership agreement and project orientation

The ILO supports the Strategic Helpdesks for Information, Education, Livelihood and other Developmental Interventions (SHIELD) of the Department of Social Welfare and Development to address child labour in Camarines Norte, where a signing of a partnership agreement and discussion on the initiative will be held.

The Strategic Helpdesks for Information, Education, Livelihood and other Developmental Interventions (SHIELD) is the first comprehensive project of Department of Social Welfare and Development (DSWD) on child labour in partnership with the ILO. It will strengthen efforts at the local level, which will include helpdesks and a local registry on child labour for referral and convergence of support services. Interventions will be based on data from the Child Labor Local Registry.

A signing of the Memorandum of Agreement (MOA) will be held with key partners in Camarines Norte with the DSWD. The local government will be represented by Governor Edgardo Tallado together with Mayor Lourdes Briguerra of Paracale, Mayor Joseph Ascutia of Labor and Mayor Ricarte Padilla of Jose Panganiban. SHIELD currently focuses on areas with high incidence of child labour as priority to create an impact and to make services more accessible to children and their families.

DSWD will also lead the project orientation by presenting the overall project design, communication plan, as well as local and regional plan for the SHIELD pilot implementation. Camarines Norte is also an area covered by the ILO’s CARING Gold Project implemented with BanToxics! and funded by the US Department of Labor (USDOL).
