Participatory Approach in the Monitoring of the WHO Global Code of Practice on the International Recruitment of Health Personnel

Conduct of preliminary meetings to orient five groups of stakeholders on Code of Practice and the monitoring tool.

Early this month, the Philippine Department of Health and the Department of Labor and Employment, in partnership with the International Labour Organization and World Health Organization brought together a network of relevant stakeholders that are involved in the recruitment, employment and management of health professionals to provide inputs to the monitoring of the WHO Global Code of Practice on the International Recruitment of Health Personnel. This group of stakeholders was foreseen to collectively contribute to the information needed to fulfil the requirements of the monitoring worksheet. The preliminary meetings were hosted by the Department of Health and were conducted on May 2-3 and 10, 2012. The Promoting Decent Work Across Borders: A Project for Migrant Health Professionals and Skilled Workers supported the documentation this multi-stakeholder consultation process.

The Global Code of Practice on the International Recruitment of Health Personnel was adopted by WHO Member States including the Philippines in 2010. This Code establishes and promotes voluntary principles and practices for the ethical international recruitment of health personnel and the strengthening of health systems. This year marks the start of the WHO Code’s monitoring efforts.
