Enhancing Social Protection System: Towards Investments for Results in Nepal

The project is part of the European Union’s global Action on improving synergies between social protection and public finance management (PFM), jointly implemented by the ILO, UNICEF and the Global Coalition for Social Protection Floors (GCSPF), represented in Nepal by We Social Movements (WSM).

The Action is being implemented in Angola, Burkina Faso, Cambodia, Ethiopia, Nepal, Paraguay, Senegal, Uganda, and more recently, to support the COVID-19 response, in Bangladesh, Cabo Verde, Côte d'Ivoire, Ecuador, Malawi, Myanmar, Nigeria, Peru, Sri Lanka and Togo. The Action will continue until May 2023 in Nepal, in the evolving federalization context. The Ministry of Labour, Employment and Social Security, the Ministry of Finance, the Social Security Fund at Federal, Provincial, and Local Levels are the co-implementer of this project in Nepal. 

Objective

In Nepal, the project aims at:
  • supporting the government in strengthening social protection policies;
  • financing for social protection and PFM framework;
  • improving coordination mechanism and monitoring systems in order to increase coverage to the excluded, notably persons with disabilities, informal sector workers and people under disaster risks.  

Project outcomes

Policy consolidation: Support the development of a common vision with objectives and functions of the social protection system clearly defined in the context of national goals and plans including a national-level coordination mechanism with sub-national institutions and appropriate financing strategies.

Institutional strengthening: Support the establishment of innovative modalities and building the institutional capacity for the planning, budgeting and coordination of social protection; support in improving the inter-sectoral alignment, policy coherence and the delivery of quality social protection programmes to make them efficient and inclusive for beneficiaries.

Knowledge Building: Support targeted research and evaluation on the effectiveness of social protection programmes for robust evidence base.

Public Finance Management: Build on the identified fiscal space and the expenditure analysis work of the World Bank to cost key social protection programmes as well as provide technical assistance to the Provinces on financing of social protection measures.
