Call for expression of interest: National Consultants (Rosters)

The ILO Country Office for Nepal is looking for qualified, experienced, competent and professional Nepali citizens interested to work on various issues directly or indirectly related with employment and labour migration with purpose of maintaining a roster of such professionals. The deadline to submit expressions of interest for this consultancy is 24 September 2018.

The International Labour Organization (ILO) Country Office for Nepal, is active from last 50 years promoting and protecting rights of workers through fostering tripartite plus social dialogues. The mandate of the ILO is to promote opportunities for all women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. To achieve those goals, ILO in Nepal initiated scores of its flagship programmes such as in the areas of elimination of child labour, elimination of forced and bonded labour, employment generation through public works, economic empowerment of women workers, promotion of occupational safety and health are few from an exhaustive list together with significantly contributing in formulation and implementation of number of legislative frameworks such as Labour Act, Trade Union Act, Social Security Act, Abolition of Kamaiya, Minimum Wage Fixation Mechanism, National Employment Policy are some to mention worthy.

In recent years, issues of employment creation, labour administration and labour migration are becoming centre point of development agenda globally and equally in Nepal. ILO with its dedicated mandates spelled out in various normative frameworks and Sustainable Development Goals 2030, is constructively engaged in employment and labour migration issues in Nepal through its various regional and country-based interventions putting rights of the workers at the centre.
   
In this context, the ILO Country Office for Nepal is looking for qualified, experienced, competent and professional Nepali citizens interested to work on number of issues directly or indirectly related with employment and labour migration with purpose of maintaining a roster of such professionals. The ILO Office in Nepal will purposefully select the required professionals from the roster whenever there will be need for conducting specific research, studies, analysis, development, delivery, facilitation and related work on specific issues/areas. The major thematic areas/issues for this could be but not limited to:

-    Formulation/review/analysis of policy, plan and action plan
-    Formulation/review/analysis of act/rules/regulation
-    Operational guidelines/procedures/processes 
-    Federalization and labour migration governance/labour administration
-    Informal economy and employment
-    Sustainable enterprises and global supply chain
-    Labour market governance and industrial relations
-    Regulating recruitment agencies and other associated private actors, recruitment practices, recruitment costs
-    Labour migration corridor/destinations/occupation analysais
-    Development and negotiations of Bi-lateral agreements or MoUs on labour migration
-    Assessment and capacity strengthening of diplomatic missions on labour migration management
-    Vocational skills, skills classification, standardization, recognition of skills
-    Use of remittance, remit cost, remittance investment products
-    Sustainable Development Goals' indicators, data collection and reporting
-    Design and delivery of capacity development modules/events 

Submission of Application:

Interested professionals, having minimum of 5 years of experience on said thematic areas/issues may submit their application addressed to the Director, ILO Office for Nepal, Dhobighat-Nayabato, Lalitpur, P. O. Box 8971, marked “Confidential”.

The package should contain i) expression of interest ii) a copy of your CV with reference(s), and iii) a recent evidence of similar work conducted and remuneration/fees paid for the assignment. The same could be submitted via email to KTM_HR@ilo.org  indicating in the subject line as "EXPRESSION OF INTEREST: NATIONAL CONSULTANTS".
