Applying the G20 Training Strategy in Viet Nam (Phase 2)

Viet Nam hosts the 4th National Project Steering Committee (NPSC) meeting of the “Applying the G20 Training Strategy: A partnership of the ILO and the Russian federation” (Phase 2) project

Vietnam’s Directorate of Vocational Education and Training (DVET) organized the 4th NPCS meeting of the ILO Project “Applying the G20 Training Strategy: A partnership of the ILO and the Russian Federation” (Phase 2).

25 July, 2019, Hanoi, Viet Nam – Vietnam’s Directorate of Vocational Education and Training (DVET) organized the 4th NPCS meeting of the ILO Project “Applying the G20 Training Strategy: A partnership of the ILO and the Russian Federation” (Phase 2). Mr Truong Anh Dzung, Deputy Director General of DVET chaired the meeting, which was attended by NPSC members, including staff from different departments within DVET. Representatives of the Ministry of Culture, Sport and Culture (MoCST), Ministry of Agriculture and Rural Development (MARD), Viet Nam Chamber of Commerce and Industry (VCCI), Viet Nam Cooperative Alliance (VCA), Viet Nam General Confederation of Labour (VGCL) were all present during the event.

At the meeting, DVET’s representative made a presentation on behalf of the NPSC. The presentation aimed at providing an overview of past and current activities being implemented within the framework of the Project, as well as at familiarizing participants with the Project’s achieved results to date. Among the accomplishments mentioned during the presentation were:

  • completion of STED report for the Pig farm sector, focusing on pig farm managers;
  • organization of a consultation workshop on Sector Skills Councils (SSCs) – a pilot being implemented in the Agriculture sector;
  • development of assessment tools tested for Housekeeping and Front Office occupations in the Tourism and Hospitality sector;
  • technical support to revise the Labour Code.
Mr Cezar Dragutan, the Project’s Chief Technical Adviser (CTA) highly appreciated the results achieved during the Project implementation and congratulated on behalf of the ILO, all the NPSC members for their commitment to collaborating of a tripartite basis in Skills Development.

Moreover, in addition to the discussion on previous activities, all upcoming activities were reviewed during the meeting. Feedback and contributions from different tripartite partners was collected and will be used to guide and improve the Project’s upcoming implementation activities. Some of the suggestions discussed refer to: the establishment of a Sector Skills Council (SSC) in the Agriculture sector with concrete scope of work, functions and responsibilities, etc.; the continuation to support the drafting of Chapter 4 of Labour Code; the development of the standards for the identified primary level priority occupations in Agriculture, and to addressing other key Skills Development -related priorities established by the country.

To wrap up the meeting, Mr Dzung appreciated the results of the Project to date and the approach the Project has taken to work from the policy level to the sectorial and institutional levels. He mentioned that through concrete activities implemented by this Project, many issues regarding TVET governance in Viet Nam have been addressed. Finally, he noted all the ideas and proposals arising from the meeting and assigned for each a focal point, who was tasked to continue to study and implement evidence based solutions to address in an effective and efficient way the Viet Nam’s Skills Development challenges.
