Training on Child Labour Standards Reporting for concerned agencies in Viet Nam

From 18 to 21 September 2018, Ms Yoshie Noguchi, Senior Legal Specialist, Fundamental ILO Geneva and Ms Giselle Milton, Activity Manager the ILO International Training Centre in Turin, have conduct a training to strengthen relevant stakeholders capacity in the field of action against child labour, while at the same time provides participants with useful guidelines on the submission of their reports on Convention 138 and Convention 182.

In September 2019, Viet Nam is required to submit its regular report to the ILO on its implementation of the Conventions 182 and 138 under article 22 of the ILO Constitution. It therefore is the right time for organizing the training in order to build the capacity of actors charged with the drafting of the report. Specialists and trainers from the ILO Geneva, the ILO Sub-Regional Office in Bangkok and the ILO International Training Centre in Turin will be mobilised to conduct this training. It is the first ever training in Viet Nam for the relevant stakeholders regarding these issues.

This proposed training will, thus, provide participants with useful guidelines on the submission of their reports on Convention 138 and Convention 182, while at the same time aim to strengthen their capacity in the field of action against child labour.

Overall training objective:
To contribute to the prevention and progressive elimination of child labour in Viet Nam through building the capacity of the concerned stakeholders in order to ensure greater coherence in reporting and action.

Key contents of the training:
  • The international labour standards system procedures and, in particular, its supervisory mechanisms, including the roles and functions of the Committee of Experts on the Application of Conventions and Recommendations (CEACR);
  • The content, obligations and ensuing compliance requirements deriving from the ratification of C138 and C182 and how to report better to the ILO on their implementation; and
  • The coordination of key stakeholders required during the process of definition of national policies and actions undertaken to give effect to ILO C138 and ILO C182;
  • The coordination of key stakeholders required during the process of supervision and reporting of the application of ILO C138 and ILO C182, including how to respond to the comments of the CEACR.
