From September 2016 to February 2017, ENHANCE project is planning to conduct baseline activities in order to better understand the situation and identify the needs of national and local beneficiaries such as children, youth, parents, workers, employers, governments, local community members, civil organizations and media. The project will also identify available resources, existing service providers and potential economic opportunities for the target communities as well as capacity and financial gaps to address the local needs. Baseline activities include the Baseline Survey, the Knowledge, Attitude and Practices Survey (KAP Survey), Technical Capacity and Institutional Needs Assessment (TCINA), Value Chain Analysis,
Occupational Safety and Health (OSH) Risk Assessments and  Mass Media and Communication Assessment. These activities will be initiated from September 2016 and are expected to be completed by February 2017. Findings of the baseline activities will be used to set a strong foundation for development of project intervention and programming.

1.      Baseline survey: The most important exercise to be conducted to shaping project M&E and implementation plan is the baseline survey. The project baseline results will be used to set reliable project target indicators and interventions. With the availability of the baseline data, the project will be able to establish a benchmark for the prevalence, nature and characteristics of child labour for the project areas. This data is also the basis for future analysis, and is critical to assess change over time.

2. KAP survey: KAP survey will be conducted to measure the level of knowledge, attitude and practices concerning child labour of key stakeholders at different levels. The KAP survey will be repeated towards the end of the project to assess changes in knowledge, attitudes and practices among each of the target groups as result of the project. The results of the KAP survey will be used to develop targeted and mass awareness raising and advocacy strategies and tools for each group of stake holders.

3.      OSH Risk Assessment: OSH Risk Assessments in agricultural and handicraft to identify the working conditions, risks factors to diseases and injury; as well as psychological-physiological parameters.  ENHANCE consultation workshop recently revealed the gaps of evidences for advocacy, awareness raising, policies and legislation improvement. So this research can make a big contribution in this area.

     4.     Mass media and communication assessment: It is the first time ever, a media and communication assessment on child labour will be conducted which will provide in depth information on the types, channels, programmes, availability, coverage and effectiveness of communication and public awareness raising efforts on child labour to assess the feasibility and provide recommendation for ENHANCE’s public awareness raising strategies.

     5.      TICNA assessment: Using an innovative approach, TICNA assessment will apply SWOT analysis to identify the strengths and weaknesses/gaps, opportunities and threats in technical and institutional capacity of the key stakeholder organizations in order to effectively design the project stakeholders’ capacity building programme. The information from the assessment will provide the ENHANCE project with information to effectively design various target capacity building initiatives including training subject and content, and training materials.

     6.      Value chains analysis: an in-depth analysis on priority handicraft value chains in the project operational areas will be conducted.  This analysis will provide insight into a wide range of areas for interventions, including work safety, skills development, gender equality and entrepreneurship development, cooperative management, product design, and market linkages in order to help ENHANCE and local household  to develop better integrated, pro-poor, sustainable value chains through improving their productivity and competitiveness and working conditions
