Support for the Enforcement of the Youth Employment Law in Paraguay in the Framework of the Youth Employment Policy

In recent years, Paraguay has experienced high levels of economic growth that did not translate into substantive improvements in the employment conditions of young people.

In January 2014, the Ministry of Labour, Employment and Social Security (MTESS) was created. Furthermore, new social dialogue forums have been established. In particular, the Bureau of Youth Employment (MEJ), a tripartite and inter-institutional space where youth employment policy measures are debated and approved. Furthermore, the Youth employment policy was approved and its law was passed in 2015. On a more operational side, the One-stop-shop Integrated Programme (one stop- shop on intermediation system and job training) is being developed.

The ILO/Sida Partnership in Paraguay supports the implementation of the youth employment law, with links to the One-stop shop, as well as social dialogue through the youth employment Bureau; has a central role in the labour observatory; and undertakes institutional strengthening of the new Ministry. These are core components of the youth employment policy approved by Presidential Decree.

The project strategy combines on the one hand improving the quality and relevance of youth employment programmes while addressing the needs of strengthening inter-agency level and government agencies related to the issue of youth employment.

This project will be linked to a WB/ILO joint initiative on ….. that is being developed in the country.
