Regionalisation of the National Employment Strategy

The project aims to follow up the progress made by the ILO/Sida Partnership Programme 2014-2015 in the formulation of the National Employment Strategy (NES). In this new phase, the project supports the implementation of the NES at the regional level in order to respond appropriately to the territorial needs and to address regional employment disparities. The territorial declination of the SNE is designed as part of a regional planning process that addresses the specific challenges faced by the different regions in the area of employment.

For this purpose, the project has two particular areas of intervention:
  • Pre-conditions required for the implementation of the NES, e.g. the elaboration of an action plan under the guidance of the Inter-ministerial Committee for Employment, a regional governance framework for implementing the plan, and priority measures reflected in the national budget 2017-2018.
  • Methodological and operational mechanisms for decentralised operations, including regional diagnostics, regional employment plans and regional employment funds developed and piloted in 3 regions. Methodologies and tools will be developed with the regional stakeholders, and a capacity building programme will support both regional and national stakeholders by enhancing the required technical and managerial skills.
